Governor

The function of a governor is to regulate the mean speed of an engine, under the variations in load. Governor as the name indicates “Govern”, “regulate” and “control”.

When the load on an engine increases, the speed of an engine decreases and therefore engine would need more working fluid. So then governor supplies the amount of working fluid needed.

When the load on an engine decreases, the speed of an engine increases and then the amount of fluid supply is cut-off so as to maintain mean speed of an engine.

Centrifugal Governors

A centrifugal governor is a specific type of governor that controls the speed of an engine by regulating the amount of fuel (or working fluid) admitted, so as to maintain a near constant speed whatever the load or fuel supply conditions. It uses the principle of proportional control.

When the load on an engine increases, speed decreases then the working fluid supply increases. And vice versa when the load on an engine decreases.

Governors

Governor as the name indicates “Control”. main function of governor is to maintain the Mean speed of an engine.

These are classified into two types:

  1. Centrifugal Governors, and
  2. Inertial Governors.

Centrifugal & Centripetal Forces

Centrifugal Force is that force which is experienced by a body when moving in a rotational motion, feels to have a outward force.
Centripetal force is that force in which body is centre seeking. Tends to move towards the centre.
Centrifugal and centripetal are different from each other. These are not to be confused with each other.

Paypal Indian Bank withdrawal Problem - Payments Not Processed

There are reports all over the web complaining that the Paypal withdrawals to Indian Bank accounts between Feb 19 to Feb 24 are not being processed.
I myself made a withdrawl on Feb 27th which is not yet completed.

Electronic transfers to your Bank account usually take 5-7 business days to process. Holidays and weekends are not recognized as business days for most banking facilities, which may result in a delay in your banking transactions.
Usually, for me it takes about 2 business days to get the money.. but this time it is not yet completed even on the seventh day.
What about you guys ? Did you experienced any problems with Paypal withdrawl recently? If you got any success in the transaction, please do comment here because the information can be helpful to many other Paypal users with this problem. I don't use paypal anyways now coz it sucks in India after Rbi forced for so many irrelevant rules and regulations to be followed. Reasons to leave paypal. - ebay allows Debit card banking. :-P

NTPC Executive Trainees recruitment 2011 - Important Dates

IMPORTANT DATES:

Commencement of online registration of application by candidates: 15th February, 2011, Tuesday, 1300 hours

Last date for online registration of application by candidates: 07th March, 2011, Monday, Midnight

Last date of accepting registration slips with required documents by post from candidates: 12th March, 2011, Saturday, 1700 hours

All India selection test: 17th April, 2011, Sunday



Selection process: Eligible candidates will have to undergo an all India selection test

Based on merit and requirement, the list of successful candidates will be made available at www.ntpccareers.net. All short listed candidates will have to appear for group discussion and personal interview before the company’s central selection board

Candidates have to secure minimum qualifying marks in group discussion and interview

Test centers: The selection test will be held in cities as mentioned in the online application system. Candidates have to choose any two cities as preference-1 and preference-2, as test center and no request for change will be considered subsequently. However, NTPC reserves the right to cancel or add any center depending on the response for that area/center

About test: The All India test is scheduled on 17th April, 2011 (Sunday)

The test will be in Hindi or English. Candidates will have to choose their medium for test at the time of applying for the post, which cannot be changed subsequently. The test will be in two parts

Part-I will consist of multiple-choice questions of the relevant discipline as advertised

Part-II will consist of multiple-choice questions on Executive Aptitude

1/4th mark will be deducted for each wrong/multiple answered questions

Compensation package: NTPC ltd offers one of the best pay packages in the industry. Selected candidates will be placed in the pay scale of Rs 24900-3%-50500/- at the basic pay of Rs 24900/- during one-year training. These candidates will be absorbed after successful completion of training as Engineer/ Officer in the pay scale of Rs 24900-3%-50500/- at a basic pay of Rs 25650/-

Besides basic pay candidates will also be paid dearness allowance and will also be entitled for other perquisites and allowances under cafeteria approach. Benefits such as leave, medical treatment, Provident Fund, Gratuity, etc will be admissible as per company rules in force from time to time during training/after absorption

Placement: The selected candidates shall undergo one year training at various places. The final place of posting will be allocated after successful completion of training based on the performance during the training and requirement at each location. Candidates can be placed, across the country, in any of the functions at projects/stations or offices including joint ventures and subsidiary companies of NTPC. No request for change in place of posting will be entertained in the initial 10 years of joining the company. Rule -17 of NTPC Conduct, Discipline and Appeal Rules states, no employee shall bring or attempt to bring outside influence to bear upon any superior authority to further his/her interest in respect of matters pertaining to his/her service in the company. Such actions are construed as misconduct and shall be viewed very seriously by the Management and action will be initiated as per rules of the company

Reservations and relaxations: Reservations and relaxations for SC/ST/OBC (non-creamy layer)/PwD (degree of disability 40% or above) candidates will be provided as per govt guidelines

Category (SC/ST/OBC/PwD) once filled in the online application form will not be changed and no benefit of other category will be admissible later on. The reserved category candidates are required to submit requisite certificate in the prescribed format of Government of India, issued by the competent authority, along with the registration slip and also at the time of interview, if called for

No registration fee will be charged from SC/ST candidates and PwD

All SC/ST/PwD candidates with at least 55% marks in qualifying examination are eligible to apply for the post

The upper age limit is relaxed by 5 years for SC/ST, 3 years for OBC (non-creamy layer) candidates. It is relaxed by 10 years for PwD-General, 13 years for PwD-OBC and 15 years for PwD-SC/ST candidates

The OBC candidates who belong to creamy layer are not entitled for concession admissible to OBC category and such candidates have to indicate their category as General. The OBC (Non-Creamy Layer) candidates are required to submit requisite certificate in prescribed format of govt of India, from a competent authority issued in the current year. Further, OBC (NCL) candidates will have to give a self-undertaking indicating that they belong to OBC (Non creamy Layer) category also at the time of interview if called for

Upper age is relaxed by 5 years for the candidates who had ordinarily been domiciled in the state of Jammu & Kashmir from 01.01.80 to 31.12.89

Service agreement bond: The selected candidates who belong to General/OBC categories will be required to execute a service agreement bond of Rs 2,50,000/- to serve the company for at least 3 years after successful completion of the training. This amount is Rs 1,25,000/- for SC/ST Category candidates and PwDs

Health: The candidate should have sound health. Before joining, candidates will have to undergo medical examination by the NTPC medical board and the decision of the board will be final and binding. No relaxation in health standards is allowed. Detailed medical norms are available on the website

Candidate belonging to General/OBC category is required to pay a non-refundable registration fee of Rs 500/-

The SC/ST/PwD category candidate need not pay the registration fee

State Bank of India has been authorized to collect the registration fee, in a specially opened account (No. 30987919993) at CAG branch, New Delhi, on behalf of NTPC

Candidate has to approach the nearby SBI branch with a printout of the pay-in-slip which is available on the application registration portal. The pay-in-slip printed from the portal should only be used for depositing the fee for proper crediting of amount in the allocated account. On receipt of the money, the bank will issue a unique journal number and a branch code of the bank collecting the money. This journal number and the branch code are to be filled up by the candidate during online registration. NTPC will not be responsible in case the candidate deposits the fee in a wrong account. There will not be any other mode of payment of registration fee

Fee once paid will not be refunded under any circumstances. Candidates are therefore requested to verify their eligibility before paying the registration fee

While applying online, candidate should keep the scanned copy of their passport size colour photograph and their signature in JPEG format of not more than 500 KB size each

After applying online, candidate is required to download the registration slip generated by the system with unique registration number

The candidate should send duly signed one printout of registration slip after affixing the colour photograph, caste/PwD certificate (if applicable) and photocopy of the pay-in-slip in an envelop. Candidate must retain copy of registration slip and pay-in-slip for future reference

Question Paper Pattern

In the written test, there will be 2 papers -
1. Aptitude test : There will be 35 questions in this paper. The questions will be objective type. They will be of type- synonyms, antonyms, word analogies, aptitude problem solving skills, comprehension passages, fill in the sentence with most suitable word.
2. Technical Test : This will be on the basis of stream you opt for from one of the following : Electrical, Mechanical, Civil, Control & Instrumentation, Human Resources & Finance. There will be 55 questions in this test.
The total time allotted will be 2 hrs i.e 120 mins. And there will be 90 questions in total.
All the questions will be of objective type i.e. for each question 4 answers will be given & you have to choose the correct one & mark it.
There will also be negative marking for the incorrect answer. For each incorrect answer 1/4 marks will be deducted.

    U.N. council statement condemns use of force by Syria

    UNITED NATIONS (Reuters) - In its first substantive action on Syria's five-month-old uprising, the U.N. Security Council on Wednesday overcame deep divisions and condemned Damascus' bloody crackdown on civilian protesters.

    The only dissenter in the council was Lebanon, where Syrian influence is strong. Beirut disassociated itself from a formal statement, agreed by the other 14 members, that backers said helped to isolate the Syrian leadership.

    The statement, read out to a council meeting by Indian Ambassador Hardeep Singh Puri, this month's president of the body, "condemns widespread violations of human rights and the use of force against civilians by the Syrian authorities."

    The document, agreed after three days of hard bargaining instead of a full council resolution that the West would have preferred, urged Damascus to fully respect human rights and comply with its obligations under international law.

    It called for "an immediate end to all violence and urges all sides to act with utmost restraint, and to refrain from reprisals, including attacks against state institutions."

    That phrase was a gesture to Russia and other countries that had called for a balanced statement that would apportion to blame to both sides for the violence in the uprising against President Bashar al-Assad. Syria says it faces opposition by armed extremists.

    Lebanese envoy Caroline Ziade told the council the Western-drafted statement "does not help in addressing the current situation in Syria." Statements are meant to be unanimous, meaning Lebanon could have blocked it, but by simply disassociating itself Beirut allowed the statement to pass.

    The statement was adopted as the White House hardened its stance against Assad. Spokesman Jay Carney said the Syrian leader was "the cause of instability" in the country.

    "The Assad regime has been counting on the fact that the Security Council would be unable to speak ... and that they would have protectors and defenders that would make it impossible for ... condemnation to emerge," said U.S. Ambassador Susan Rice. "And surely they must be quite surprised and disappointed by the outcome."

    WEEKS OF FRUSTRATION

    British Foreign Secretary William Hague said the statement "shows that President Assad is increasingly isolated," while French Foreign Minister Alain Juppe called it "a turning-point in the attitude of the international community."

    A resolution drafted by West European countries had been languishing in the Security Council for two months, blocked by opposition from Syrian allies Russia and China.

    The Europeans resurrected it this week, galvanized by the violence in the Syrian city of Hama. Syrian tanks on Wednesday occupied the main square in central Hama, where rights campaigners say the death toll now stands at more than 90 since Assad launched a military assault on the city on Sunday.

    Russia and its supporters eventually agreed to Security Council action but insisted that it be just a statement, which carries less clout than a resolution, diplomats said.

    The statement ends weeks of frustration for Western nations, which had faced a threatened veto of their resolution by Russia and China and had been unable to persuade temporary council members Brazil, India and South Africa to support it.

    Russia had argued that it did not want a repeat of a March 17 council resolution on Libya that was cited by Western countries as justification for air strikes on the forces of leader Muammar Gaddafi. Moscow said that was an abuse of the terms of the resolution.

    The bloodshed in Hama appeared to have broken the logjam in the council, diplomats said. The agreeing of the statement signaled limits to Russia's backing for Damascus as the death toll in Syria passes 1,600, according to rights activists.

    The statement contains no provision for sanctions or other punitive measures against Syria, nor does it call for a referral of Syrian leaders to the International Criminal Court, as some human rights groups have demanded.

    The only future action provided for is a request to U.N. Secretary-General Ban Ki-moon to report back to the council within seven days on the situation in Syria. It does not specify what follow-up there might be to his report.

    British Ambassador Mark Lyall Grant, however, said the Security Council "will continue to watch the situation closely and to consider further action as necessary ... So, we expect to see a change in the approach of the Syrian regime."

    Reliance Blocks Filesharing Sites in India

    I was just doing my normal browsing facebook and all, then i found a download link for a video from a file sharing site Mediafire. When  clicked on it, found that its not opening. Says “Server no found” . After that i tried downloading from other filesharing websites like Rapidshare, megaupload, hotfile and all other popular FIlesharing Websites.

    Scorched internet to know whether it is me only or there are more like me. Then i found that Airtel and reliance communication both had blocked Filesharing sites so that to stop privacy of their Upcoming Movie ‘’Singham “.

    Nice way, but quite a disappointment. Its a shame for them only. As they just shut the whole fileshare system down for the cause.

    Hope enginners sitting at these two communication firms would use their brain more instead of their greeds.

    I would be back with more contexts like this.

    Erakat, speaking at a news conference in Ramallah, said the Palestinians had been in touch with Washington after a meeting of the Middle East peacemaking Quartet this week that failed to produce a final joint statement.

    "In the aftermath of the Quartet meeting, yesterday we urged the United States administration to revisit, reassess, re-evaluate its position vis-a-vis our attempt to gain Palestine admittance to the UN," he said.

    The Quartet meeting on Monday, which brought together representatives from the United States, European Union, United Nations and Russia, was intended to discuss potential peace initiatives that could head off the Palestinian UN bid.

    But the talks ended with no joint statement and no action plan, a sign the grouping remains divided on how to move forward.

    The Palestinians say they will not return to the negotiating table without a freeze on settlement construction and clear parameters for new talks, including that any borders will be based on the lines that existed before the 1967 Six Day War, with mutually agreed land swaps.

    But Israel has rejected any new settlement moratorium, and says setting preconditions for talks prejudges the substance of negotiations.

    The stalemate has left the Palestinians more determined to seek UN membership at a meeting of the General Assembly in September, despite Washington's explicit opposition to the move.

    "We have been told by the Americans many times that they'll use a veto at the Security Council against our bid for admittance and we were told that at the General Assembly if we pursue that line at there'll be consequences," Erakat said.

    "Without Security Council approval, we cannot get admittance by the General Assembly," he said, adding the Palestinians could however seek to have their status upgraded to a non-member state by the General Assembly.

    Palestinian president Mahmud Abbas is scheduled to meet on Thursday in Qatar with Arab representatives to discuss the legal aspects of the UN bid.

    The Palestinians have insisted they do not see the plan as contradicting new peace talks.

    But Erakat said he did not believe the Israeli government would agree to set parameters for negotiations, or accept using the pre-Six Day War lines as the basis for negotiations.

    "I don't think we'll hear this from this government," he said.

    NATO calls for political solution to Libyan crisis

     

    BRUSSELS, July 13 (Xinhua) -- NATO Secretary General Anders Fogh Rasmussen said on Wednesday that it's time to find political solution on Libyan issue.

    The political solution should be "led by Libyans, supported by the international community, and fulfilling the legitimate demands of the Libyan people -- as the United Nations Security Council demanded," he said in a statement.

    "The time to find a solution is now," he said.

    Rasmussen made the remarks following a meeting with the delegation of the Libyan Transitional National Council, headed by its diplomatic chief Mahmoud Jibril.

    However, Rasmussen insisted NATO's operations to protect civilians would continue.

    "Gadhafi's forces are still threatening innocent people. And as long as that threat continues, we must continue to deal with it. The Gadhafi regime has lost all legitimacy," he said.

    In the informal meeting, NATO officials and Libyan opposition delegation "discussed the way forward in Libya." According to the NATO statement, the Libyan delegation briefed the alliance their vision on Libya's future.

    ISI chief heads to US as ties nosedive

    WASHINGTON: Pakistan's spy chief Ahmed Shuja Pasha, who heads the country's ISI, an organization accused by the United States of terrorist links and of murdering its own citizens, is arriving in Washington for talks aimed ostensibly at defusing tensions with the Obama administration.
    The sudden, unexpected visit comes on the heels of mildly punitive US action including withholding $800 million military aid to Pakistan following US allegations that the Pakistani government "sanctioned" the murder of a journalist and that the ISI continues to foster terrorist groups in Pakistan at the expense of cooperation with Washington.
    In a brief, one-line statement, Pakistan's military, de facto rulers of the country, said Pasha was going to Washington to "coordinate intelligence matters".
    Pasha himself is under the gun, since he is listed as an accused in the 26/11 Mumbai attack case in a NY court case. His visit also comes on the heels of the assassination in Kandahar of Afghanistan president Karzai's half-brother Ahmed Wali Karzai.
    The mood in Washington is decidedly hostile towards Pakistan, particularly the ISI, with sections of the US establishment wanting Pasha's ouster. A New York Times editorial last week, prompted by the Obama administration's views on the matter, said Pakistan's weak civilian government could re-establish its bonafides "by insisting on retirement of Lt Gen Ahmed Shuja Pasha, the ISI chief, and the appointment of a more credible successor."
    "The US needs to use its influence to hasten Pasha's departure. It should tell Pakistan's security leadership that if Washington identifies anyone in ISI or the army as abetting terrorists, those individuals will face sanctions like travel bans or other measures. The ISI has become inimical to Pakistani and American interests," it said.
    The Obama administration has held back some $ 800 in military aid to Pakistan, including $ 300 million earmarked for training programs which Pakistan's military scrapped by denying visas to U.S trainers and expelling those already in Pakistan. Pakistan's military fears that the trainers are being used to infiltrate the armed forces and hire spies to track down its assets, both human and technical.

    Egyptian Parliamentary elections postponed to October or November: MENA

    CAIRO, July 13 (Xinhua) -- The Egyptian Parliament elections scheduled for September have been postponed till next October or November, state news agency reported on Wednesday.

    It has been decided to hold the People's Assembly and Shura Council elections either in October or November this year, MENA quoted an official source as saying.

    "The ruling Supreme Council of the Armed Forces is committed to the Constitutional Declaration announced in March, which requires the Parliament elections be held six months after the declaration, " the official source said.

    "So it means to start the election campaign before the end of September," the source said.

    The electoral procedure and campaign will take 30 to 60 days, which means the elections will be held in October or November, he added.

    Major General Ismail Etman, a member of the Supreme Council of the Armed Forced, announced on March 28 at a press conference that Egypt will hold the parliamentary elections in September.

    Leaders condemn the killing of Hamid Karzai's brother

    The White House has condemned the killing of the half brother of President Hamid Karzai.

    Ahmad Wali Karzai was regarded as one of the most powerful politicians in the south of the country despite being accused of drug trafficking and corruption.

    He was shot to death in his home by one of his bodyguards.

    UNITED NATIONS, July 13 (Xinhua) -- China seeks to build a long-term, healthy, stable, friendly and cooperative relationship with South Sudan on the basis of the five principles of peaceful coexistence, a Chinese envoy to the United Nations said here on Wednesday.

    Wang Min, deputy permanent representative of the Chinese Mission to the UN made the remarks at a Security Council meeting on Sudan following a resolution unanimously adopted by the Council to recommend the newly independent South Sudan to be admitted as the 193rd member of the UN.

    Wang told the Council that the Chinese people and people of South Sudan share deep traditional friendship and common desire to strengthen friendly exchanges. China has established diplomatic relationship with South Sudan, beginning a new chapter of relations between the two countries.

    "China will establish and develop a long-term, healthy, stable, friendly and cooperative relationship with South Sudan on the basis of the five principles of peaceful coexistence," Wang said. "China supports South Sudan's application to become a member of the UN. We look forward to the historical moment when South Sudan will become the 193rd member and to strengthen our comprehensive cooperation with the country within the framework of the UN."

    "China also sincerely wishes the young South Sudan to continue to achieve new accomplishment in its efforts of state-building and development so as to become a positive force in maintaining peace and stability as well as promoting common development," he said. " China will continue to provide assistance within its ability for the development of South Sudan."

    In addition, China called on the international community to continue to support South Sudan in realizing political stability and provide effective assistance for its economic recovery and development.

    Concerning the relations between Sudan and South Sudan, Wang said that tolerance, mutual understanding and enhanced cooperation between the two countries is the only option for peace coexistence and common development. "We hope that the two countries will continue to focus on the overall situation of peace and wellbeing of the two peoples and find a proper solution to the outstanding issues of Comprehensive Peace Agreement through dialogue and negotiation," he said.

    Wang noted that the government of Sudan has exhibited its political will to facilitate peace process between the North and South, and has made tremendous efforts in this regard. China called on the international community to normalize its relations soon with Sudan so that its people can enjoy peace, dignity and development.
